The German national team also stopped calling up real players in my save. Interestingly, they did for the first international window in the game and then haven't done so since (~2 years in game).

 

I also tried creating a new save and wasn't able to take over the German national team (which I assume is related to the issue).

 

EDIT: Never mind, I found that somehow another “all” folder had generated in the 2210/lnc folder. Inside of that there was a “fake” file which set the dutch and German national team “fake” variable back to 1 instead of 0. Not sure how that was created in the first place but seems to have resolved the issue for a new game.  Will sim to the international break on my in progress save to confirm…
