Can you clarify what you mean by save file in 22.4 db? Will the 22.3 file work with 22.4 update having removed previous files? Also following the guide after adding England to EU, what else do you need to do?

Does this remove transfer embargo of Chelsea? I have been trying to remove it but the edt files don't seem to do anything and i can't remove it.
