That is indeed correct, but the edges of your cut are a fair bit jagged and not as smooth as would be ideal. What technique do you use for cutting?
First of all, have a look at this thread for guidelines for cutters and video tutorials on what we expect for from our cuts.
Secondly, if you use remove.bg, you'd get a better draft cut in the first place. It's a fantastic free online tool which does the heavy lifting for you by removing the background in the source image, leaving you to only rotate, crop and/or nudge the collar upwards. It's tremendously easy to use and provides fantastic quality. With it, you can go from source to cut in a couple of minutes for the vast majority of images.
Here's a couple of videos on how to use it, one when combined with Photoshop and another using photopea.com, which is a free online app so close to Photoshop that it has the same shortcuts, layout and icons 😉 If you don't have Photoshop, photopea.com is the tool I would recommend to use to tweak the draft cut produced by remove.bg. It's more powerful and versatile than GIMP and other similar tools.
Additionally, every cut must include a collar, while the image is to be cropped no more than 2-3 pixels beneath it. Since in some sources, like the one from which this image and a fair few others from this pack were cut, the person in the image has a longer neck than usual or the collar is lower down, the above would be quite difficult to achieve naturally. With all the above in mind, I think the original cut can provide a cut-out which is more in keeping with our guidelines, so I've left it as pending 👍

Had to move collar up, all due respect but dude has a long neck, looks ok moved up…. I don't personally keep the collar but I believe that's the default format wanted on these
