I have found the below mirrors for the FM11 kits colour changes file: mediafire, Gamefront and 4shared. I'm at work and my firewall does not allow me to access either of these sites. For all I know, none of them are still available. Keep in mind that, if they are, they will only work if they are in place before you start a new game.
If they don't, it's really quite easy to make the changes yourself. Just load the editor, find the nation in question and make sure that the home/away/third shirt only has one entry and that there is no competition or entry set for it. If you're unsure what is right and what is wrong, have a look at a nation/club whose kits load fine, and ensure that the kits you want to edit have the same format. Save the file and start a new game.
