This thread contains the guidelines for cutters, so do keep all that in mind when making a cut.
I recommend using remove.bg and following the process in the below tutorials to do the first bit of the cut.

Here's another video for sources where the person is tilted to one side, which need rotating so that the final cut is as upright as possible; it looks much better in-game. I appreciate that's not the case for this source, but it may be that future sources require you to use this:

Finally, every cut must contain a collar. At the same time, the ideal cut only contains 2-3 pixels beneath the chin. Since in some sources, the person in the image may have a longer neck than usual, this would be quite difficult to achieve naturally.

With all the above in mind, the source in question should have been cropped much closer to the chin and to the top of the head, and the collar possibly nudged a few pixels upwards, as well as being done in 250x250.
