The dimensions are perfectly fine, but I can't understand how the face looks so bloated

The size of the cut is perfectly fine; it's just that when compared to the original source, the face looks much more bloated.
Here's what I mean below:
At some point either you or the software resized the width of the face without retaining the proportions, hence the slightly puffier, bloated look.
I've modified your cut very slightly to counter this effect:

and I think it's better as it's full frontal.

You don't need to mess with image resizing at all.All you need is to set up your Crop Tool like I told you here
Do the cut on full sized image.Forget about resizing.Do the crop which will automatically resize image and your work is done.
