Current one is very recent 250x cut without any difference,and also requested source is not good for an improvement due to resolution.

That wasn't too bad @Jamie2391
However,
a) size should be 250x250
b) It's better if you rotate it slightly (in this case 2 degrees anti-clockwise) so that it's not slanting to one side
c) The collar is nudged a few pixels up so that it's closer to the chin (tutorial in one of the spoilers in this thread) - the intention is to only have 2-3 pixels below the chin and also to have a smidgen of a collar in there
If you edit the cut, and post it as an attachment, I'll have a look at it and provide further feedback
