The source from which the cut was produced doesn't seem to have been of the highest quality since the ensuing cut is quite blurry.
Moreover, cuts should be cropped no more than 2-3 pixels beneath the chin. Since doing so would decrease the quality of the cut even further, it's even more clear the cut-out isn't an improvement.
Yeah but look more close into the picture, he has a tatoo and when on the previous rejected pic there's no tatoo so it is not the same pics, but yeah the quality seems still not good enough.

Hair cut and hair colour is also different, but that doesn't make it automatically an improvement. Ideally, a more recent image is added to the megapack to reflect the change in what he looks like, but it'd need to be much better than what has been posted for it to be considered an improvement.

What I said applies to both the rejected cut and the rejected source. The former is not good enough and the latter is too small.
