If I'm running 16.3 but I want to start a save using the pre-winter transfer window 16.0.1 database, do I need to have v2.1 of this mod installed?

If the answer is yes, can I have both v2.1 and v3.0 installed at the same time, with their respective dbc, edt, and lnc folders installed in the proper db folders? Or is it an either/or situation?
