FMRTE is the only editor that allows this- go to the national team- select a player under the players profile there is an option swap national call up, swap the player you want, save move game forward as said before ask questions about FMRTE here

The games will be simmed you state you have FMRTE use that problem solved

There are so many bugs with the pre game editor it is frankly a joke year after year I dont test in the editor as it is pointless it can verify but you find errors in the game sometimes well into a save 

you have to open the competition in advanced rules - read here  these are rules for U21 NB there are several sets of rules due to the comp being fluid so all would have to change

There are several things you can do in the pre game editor you need to edit here[NB you may encounter several other issues by doing this as the editor is buggy,I have seen fake players called up and problems with Afcon rules just by editing the Euros...

He isnt in the DB so cant be updted here if you have him you are using a Mod that has added him

why are you quoting a user who has deleted their account? you have been answered in the thread you also started  one post was enough mate 

delete everything in that folder  start a new save  game  it should generate a new xml file in that folder now add the files you want to the editor data folder
