Thankfully it's the neck rather than the face so it should be doable with a bit of judicious clone stamping using a small area. Give it a go, and if you can't get it to look natural, I'll do it for you 😉

No I meant the other right side xD, the neck thing I can fix, but the piece of hair/face above his right ear is just weirdly blurred out and I can't make it look right

Ah, now I see it! I think it's just a piece of shadow, no? Try removing it with the eraser tool.
