What I suspect happened is that you Ctrl-clicked the remove.bg cutout in the layers panel to select the layer and then rotated it; this doesn't perfectly select *all* of the pixels in that layer because of how transparency works - a 50% transparent pixel would only be 50% selected, a 10% transparent pixel only 10% selected, etc., and rotating that selection would leave the rest of those transparent pixels behind.

If that's what happened, in the future you don't need to have an active selection - just rotating the layer in the Transform tool without having it selected or using the Crop tool is enough.
