Extract the 7z file (you may need winrar or 7zip) into your skins folder (this should be Sports Interactive/Football Manager 2013/skins).
If you don't have a skins folder, just create it, and make sure the steklo_x3 and steklo_x3fmc folder inside the 7z file is placed directly inside the skins folder, and not a subfolder of it.
If you've got a previous version, go back to the default skin, then delete the old steklo_x3 folders before installing the new version

Just one question - I don't see the pictures of the stadiums. Do I need to download anything else?

In steklo_x3 settings.xml, find goal scorers and change the values. I think that's the setting you're after

Go to steklo_x3/panels and delete client object biopic match, then reload the skin
It'll be from the beta and I've never changed it so I don't know what it's doing in there anyway

I'm not sure if it's your skin or not that is causing this but in your first release it worked ok. But when playing match and viewing in pitch then split, it is not showing goalscorer, yellow/red cards, injuries, etc.
Like I say, not sure if it's your skin or not but worked perfecting in your first version.

Ah, i've installed the SS 220 x 220 kit mod, which could cause it. Let me take them out and i'll try it again and let you know.
EDIT - Tom, i've just seen someone else has had a problem with this kit mod with a different skin. So i'm hoping Hammer can sort it.

all background pictures of stadiums are made long time ago...but unofortunately it doesn't work YET...
but SI says in next patch it should be ok

The other two are folders which you should be able to get by using the archiver tool to extract skins.fmf
